In particular, I was moved by the words of one woman, Celestina Scott, who lived in the encampment behind WinCo for a few months, about the efficacy of homeless outreach. She said outreach workers kept coming back there, checking in, making sure people were OK, and one day, she just had enough of the encampment.
She went with the outreach workers and never returned. She's now regained custody of her children and lives in an apartment with her partner and children. You can read her story, and others, here.
