Most cities, including Bellingham, have requirements for how many parking spaces a developer must build per unit, or per square foot if the development isn't residential. While that sounds good, the main issues cited by critics of minimums are cost and underutilized space: building a parking stall can cost thousands of dollars (on average $16,600 for a stall in Washington), and sometimes, the spots sit unused.
In Bellingham, the effort is part of the city's efforts to boost the housing stock. The hope is that this will make projects more financeable and spur development.
The final vote on the matter will happen on Jan. 13, after a public hearing.
