Keir Starmer's tough approach to immigration suffered a setback when Edi Rama, the Albanian prime minister, rejected the idea of a British detention centre for failed asylum-seekers in Albania.
Starmer confirmed that the British government was in talks with other countries about setting up "return hubs" abroad.
The plan would be different from the Rwanda policy that Starmer scrapped on his first day as prime minister, because it would be for migrants whose application for refugee status in the UK had been denied – and the purpose of detention would be to encourage the migrants to return home.
Albania hosts two such centres for failed asylum-seekers sent from Italy, which has paid €600m for them. But Albania does not want any more, and other countries seem to be reluctant to sign up even with a generous price tag attached.
