Skagit and Whatcom are two of the four Washington counties that operate their own auto ferries outside of the state system — Guemes Island and Lummi Island are each served by a county-owned ferry.
An auto ferry is technically considered a bridge, and as a component of the county road system, operations are partly covered by the county road fund and partly funded by rider fares.
In recent years, Skagit and Whatcom have found it difficult to strike the right balance between the farebox and the road fund, especially as operating costs keep rising. Each county has tried to address that challenge with repeated fare increases, most recently a 30% increase for Guemes ferry riders that the Skagit Board of County Commissioners approved earlier in November. The price hike, the third since 2023, goes into effect in January.
Residents of Guemes Island are concerned about how the extra cost will impact their wallets and threaten the viability of their island existence. But county officials say it's the only way to ensure equity for other county property owners whose taxes go toward ferry operations.
